To check for a restricted catalytic converter, you can use a vacuum gauge to diagnose the effect of a blocked exhaust on intake vacuum. Connect a vacuum gauge to an intake manifold vacuum source. Warm the engine to operating temperature, put it in Park (automatic) or Neutral (manual), and apply the parking brake. Note the vacuum reading at idle. Then, quickly open and close the throttle while noting the vacuum readings. If the fourth reading is more than one in-Hg lower than the idle reading, there might be an exhaust system restriction, possibly a plugged catalytic converter.
